Development: Spies, Blockade

Hey guys,

I am playing a lot the Columbians and the Ethiopians and it is very fun to play. But I have a question about the development: Spies and Blockade. I can't finde these technologies there. Is this the intention from the developer and if it is - why? :)

I think every Civ should have this opportunity to develop these technologies, because this is a high advantage in game. For example when you build a little front base, but with spies the enemy can see it instantly, or you can look easily where the Maltese Hero is and so on.

Because there's no real reason why all civilizations should have those technologies honestly.

I think that these technologies are in some situations overpowered especially at treaty games and team treaty games. In my opinion the element of surprise is often a game changer. When you have the opportunity to get spies you don't have to scout and you can also spot every little frontbase.
As a team you can try to get a blockade when you put your resources together. This gives you a huuuge advantege at late game. So in my opinion it only makes sense (With these 2 technologies) when all civ have the same oppurtunities.

The main reason I think Spies has to be available for everyone is just to make me able to kill the remnants of of people trying to hide and rebuild, or to kill AI's that refuse to surrender.

The Spies tech is the only reason The Sioux aren't unbeatable on large maps.

Why do you think so? They have a weak economy and they also can't build walls. So yes they have really fast units especially with the bonus of the leader. So it is very hard to handle the sioux in a rush game, but in my opinon you still can.
Or did I miss something out what the Sioux makes so strong?
