Possible haiti villager bug?

While playing as India, I came across a haitian town which i destroyed, but the dead villagers stayed on screen and kept healing hp until they were strong enough to revive. Though I suppose there was a chance I missed some somewhere, I was not greeted by there leader asking to retire, even though Im pretty sure I wiped them out. Im new to the Haitian expansion. is this normal?

The AI gives up depending on the amount of units it has compared to you. Since those fallen villagers are still counted as unit by the AI, it still thinks it has many vils alive. Make sure to destroy as many building and units while building up to pop cap to make it resign sooner. There is a possibility that the resignation code will get changed so that the Haitian AI will resign sooner.
