I of this topic more as very simple brainstorming rather than suggesting. To have your civ proposal even be considered, you need to post a civ design, and preferably you can also show some stuff you've found, like possible unique units and photographs/artwork that represents them.
Also, I have a question, mostly to the devs. When suggesting civs and all that stuff, I found that most civs aren't accepted because they are unqualified or the person's plan for the civ makes them look bland. I am looking at the future, and fell like this game is nowhere close to being finished, but I have a question.
How will you guys create a unique system that matches the culture and is unique for each individual civ when the amount of civs could reach 50 to 60 in the next 1-5 years?
