Balance between peasants and fishing ships (Greek civ strategy)

Hello, i'd like to ask what is the best strategy for the greeks in balancing economic productions between fishing ships and peasants (since both has population cost and it is easy to get overwhelmed in managing the two of them)?

I know that I typically use only 20 people on gold for a long time (special gold card + market age up very strong). While fishing makes the Greeks very strong, I do think that crops are a lot faster than fishing traps (crops also have few HC upgrades, saving some potential fishing techs). I recommand setting quite some villagers to pray: Judaism can give -50% food cost, which is very needed for the Greeks. Atheism might as well be strong if you focus more on artillery.
