Please note that not everyone agrees with that. I've read that he wanted to protect Uruguay from Brazil. He probably didn't only do it for that noble goal, he probably also wanted to try humiliate Brazil (megalomaniac idea). And in all wars unprotected civilians are killed, so that's not an argument. Don't forget that in WW2, the alies also committed atrocities for example the Hamburg bombing. You should try to not view things one-sided. I suggest reading the English wikipedia page, I know that they have a nuanced description about what happened.
