Yeah, it's not so much we cannot balance it, but rather that as a concept you're just trying to take the same gimmick the Sioux are built around and just dial it to the extreme, it's not really an original idea or something that seems doable. There's reasons why there's no full cavalry civ, too easy to counter.
And before you mention full infantry civs, bear in mind the Coyote Runner and the Eagle Warrior for all intents and purposes are treated as cavalry-lite while the Tupi still use artillery.

Will it be like ethnic groups and various organizations that you can use?

Since you guys added the Order of Christ, would it be too far fetched to add in the Livonian order in the black forest and eastern plains maps or a Byzantine Holdout in Anatolia or the balkans

Or what about, going with that above guy's idea of american settlements along with native american ones, out west have railroad company workcamps that give miners and a merc esque unit to train like a pinkerton agent

And on the topic of American towns or colonies, maybe divide them up into several camps

Like ones in the Northern map areas are Yankee towns and the ones down in the south are Dixie towns, to add to the cultural and unit variety, ones out west could be either Texans, Mormons or those Railroad companies. In an effort to make it more varied and not just only be native americans

Yes, it'd certainly would be extremely far fetched, the Order of Christ at least survived in Brazil until 1889, no such luck for the Livonian Order, nevermind Byzantines (?).

We have no plans whatsoever for even more North American maps, since the continent is already crowded as is, so what for?

What about cutting up australia into a couple of maps like how its cut up into states

and giving it aboriginal settlements, penal colonies and bushranger hideouts
With Aboriginals having that Iroquois esque stealth based skirmishers or melee units, and the bushranger hideouts giving something like a pistolero or renegado in the guise of Ned Kelly with his armor

This sudjestion is probably gonna be brushed off but I think Australia needs more content since its a pretty big place with potential, theres too much stuff on that big continent to just limit it to 2 maps

Besides, there's way better ways to cut up Australia than by regions, if anything, it should be cut up by geographical features.
