I just checked them out and your right, there isn't a clear classification. Only Brazil can train musketeers among LA, for instance.

Pulqueria (Mexican Teahouse) doesn't have any trainable units in some maps, such as in Sahara,
Also, German unique Capitol tech still ships Doppelsoldner, despite them being a Habsburg unit now.
Also, Capitol Wagon tech is still called Church Wagon.
