Through techs, no. Otherwise, well of course.

If you want to do it through techs, then you have to make a clone for the action and give the two copies different ROF. Then the tech disables the first action and enables its clone.

It's a tech similar to the Lakota Dog Soldiers , which gives 1 Dog Soldier every 3 minutes of game length. Haha WoL took contents from official aoe2, aoe3 and perhaps even from other non-"Age of" games without asking for permission ;)

I can't send shipments It occurs when more than one player plays the same civilization. It rarely occurs when each player has different civilization. All civs have AI that can play, don't worry. However, I have no idea how well/bad they play. I guess they just do what is necessary... Anyway you can play against all of them and if you have something to say about them, feel free to do so.
